With the support and cooperation of the Ministry of Education and the Ministry of Culture and Tourism, middle and high school students are invited to submit manuscripts of their own creative writing; those showing outstanding talent are selected to attend Literary camps for the young held with the participation of noted writers. Those judged most deserving receive scholarships which are total 60 million won.

The results of the screening of the submitted works are combined with writing competitions held during the Literary Camps to determine the winners of the Awards(Grand Prize, Gold Prize, Silver Prize, Bronze Prize) which are given in four separate categories: Middle School Poetry and Fiction, High School Poetry and Fiction. The middle school students receiving the Grand Prize in each section for the outstanding literary quality of their works are each awarded a scholarship through high school and the high school students through university. They are encouraged to become professional writers.

The award-winning works in each category are published in a widely-distributed anthology, while award-winners are form an ongoing association and to publish a review designed to help them continue to develop their literary skills and keep in close touch with one another.
